The reason why you think so is that the Home app does not nearly support all of HomeKit's features. However, I don't think your requirements exceed the possibilities of HomeKit. No, AFAIK two accessories cannot communicate over HomeKit. I don't know if this is still relevant to you, but I think I can give you some answers and a hint towards the right direction. The motion sensors are all near by in the same rooms. It cant be a signal strength thing because the lights operate fine from the app and from the dimmer switches. A couple of the other motion sensors only work properly most of the time. The "do not disturb" labs feature just will not take on one of the motion sensors (well I say that but it behaved correctly once then reverted to default motion sensor behavior but reports like it is configured in hue labs).
